Orwell composed the novel as such to display how ruthless leaders adopt a type of "spin doctor" attitude, dictating what they believe the people of their country should hear.

This is a picture showing Winston at his desk, probably rewriting a section of the paper so that the Party can keep up with their ongoing historical lies. In the background would be a place to send old materials through a hole in the wall (memory holes) in order to burn them, thus erasing any record of things from the past.
